Charter Oak Unified Teacher, Joshua McGinn, arrested for Sexual Abuse of Minor Students

Update (Jan 8, 2025): According to the Los Angeles Criminal Court website, the January 6 arraignment was rescheduled to January 13. McGinn remains in custody without bail.

Last week, the Los Angeles Times reported that Charter Oak High School (Covina) teacher Joshua Daniel McGinn, 41, was arrested in December for sexual abuse of minors and possession of child pornography. The incidents leading to his arrest appear to have occurred in 2022 and 2023 and reportedly involve at least two minor female students. 

McGinn is currently being held without bail and is scheduled to be arraigned on January 6. According to the Los Angeles Criminal Court records, McGinn is facing the following felony charges:

• PC288.3(a) re: Contact With Minor For Sexual Offense

• PC261.5(c) re: Unlawful Sexual Intercourse With Minor More Than 3 Years Younger (2 counts)

• PC287(b)(1) re: Oral Copulation With Person Under 18 Years (4 counts)

• PC289(a)(1)(A) re: Sexual Penetration With Force

• PC311.11(a) re: Possession/Etc. Of Obscene Matter of Minor In Sexual Act

McGinn faces a maximum sentence of 13+ years if convicted, per the Times.

The Covina Police Department reports that McGinn was previously arrested in October on similar charges, however it appears he was also later released.

Students and parents, commenting on the Covina PD social media posts about McGinn’s arrests, have indicated that McGinn has long been the subject of suspicions and complaints at Charter Oak. According to those same comments, the school did nothing in response.

According to McGinn’s personal Facebook page, he previously taught at McKay High School in Salem, Oregon until approximately 2019. McKay is part of Salem-Keizer Public Schools, the 2nd largest school district in Oregon. Since then, it appears McGinn has been teaching at Charter Oak High. Charter Oak High is located in Covina and part of the Charter Oak Unified School District.
